it is the boots
Before I left Sangin, I attended a memorial service for two marines who were killed a week earlier by an I.E.D. The centerpiece of any memorial for a marine is the formal construction of his battle cross. The rifle stuck bayonet down, the helmet set atop the butt stock, the dog tags draped on the pistol grip, the boots placed on the ground. The end result is a movingly personlike assemblage of the dead man’s essential gear. What holds it all together is the rifle. Clearly, the rifle is meant to symbolize a kind of linchpin — the singularly vital thing. Yet somehow, it is the boots, their laces neatly looped and tied, that are most affecting. It is the boots, not the rifle, that most evoke an absence. It is the boots that young marines reach out to touch when they kneel before it all.

Finished the document with the AMR test data. It has the #PA-631; gave it to Joanne for a cover & title sheet. JLV has taken my advice & gone into hiding to finish his report. I’d like to see it. Left on the 10 AM shuttle for Dr. Thoma’s office, where he put on the traction bars on my upper and lower jaws. It took 75 minutes. Left his office at 1 PM and walked up to Brooks Hospital at 227 Summit Avenue in Brookline, where I checked in at 1:40 PM and went to bed. As I didn’t have any lunch, I was given a glass of milk and a dish of custard. Blood and urine samples were taken, and a capsule of medication. Visited by a Dr. Kaufman who asked routine questions of medical history.

He is writing a report for WW on what to do at Site 12. He was asked for his opinions of the PA Project, and he said he didn’t think well of it. The “oldtimers’ here, those who stayed rather than going with MITRE, are getting the supervisory positions. It occurred to me that a MOE would be useful wherein, for example, the range given by the in-flight msg. would be the basis of comparison with that given by the TTR as follows:
[ed. small hand-drawn graph perhaps included at a later date!]
This would immediately show violent excursions from the in-flight by the primary tracking & acquisitions gate. It might be useful to compute “R” and the differences in the rates of change of the angles also; perhaps consideration should be given to display of these quantities for use by the operator.

It occurred to me last night that the best, or at least one of the most appropriate ways to estimate the pay-off from automation in the Army CCIS is to see what it does to the reaction time compared to the same situation without automation. This has the added advantage of being immediately intelligible to the senior Army officials. I mentioned this to JFN.

Veteran Fact Sheet
→ commentVeteran Statistics
– There are approximately 25 million veterans of the U.S. Armed Forces alive today (7.5 % are women).
– Some 7.2 million of those veterans are enrolled in the Department of Veterans Affairs (VA) system; approximately 5.5 million receive health care and 3.4 million receive benefits.
– Since October 2001, approximately 1.6 million members of the Armed Forces have served in Iraq or Afghanistan. As of December 31, 2007, more than 800,000 veterans of these conflicts were eligible for VA health care.
– There are about 37 million dependents (spouses and dependent children) of living veterans and survivors of deceased veterans. Together they represent 20% of the U.S. population.
– Most veterans living today served during times of war. The Vietnam Era veteran, about 7.9 million, is the largest segment of the veteran population.
– There are approximately (as of October 2007) 2,911,900 WWII veterans alive, but they are passing away at a rate of 1,000 per day (approx. total today 2,583,400)
– In 2007, the median age of all living veterans was 60 years old, 61 for men and 47 for women.
– Median ages by period of service: Gulf War, 37 years old; Vietnam War, 60; Korean War, 76; and WW II 84.
– The percentage of the veteran population over 65 is 39.1%.
– Sixty percent (60%) of the nation’s veterans live in urban areas and six states account for about 36% of the total vet population. They are California, Florida, Texas, Pennsylvania, New York and Ohio, respectively.
– Veteran Population by Race: White 80.0%; Black 10.9%; Asian/Pacific Islander 1.4%; Hispanic 5.6%; American Indian/Alaska Natives 0.8%; Other 1.3%
– Approximately 150,000 of our nation’s veterans are homeless.Suicide Rates
– Veterans are more than twice as likely as non-veterans to commit suicide and the “Katz Suicide Study,” dated February 21, 2008, found that suicide rates among veterans are approximately 3 times higher than in the general population.
– The VA’s own data indicate that an average of four to five veterans commit suicide each day.
– A document from the VA Inspector General’s Office, dated May 10, 2007, indicates that the suicide rate among individuals in the VA’s care may be as high as 7.5 times the national average.
– According to internal VA emails, there are approximately 1,000 suicide attempts per month among veterans seen in VA medical facilities.
– The VA has hired suicide prevention counselors at each of its 153 medical centers to help support the national suicide prevention hotline.PTSD
– Approximately 300,000 veterans of the Iraq and Afghanistan wars – nearly 20% of the returning forces – are likely to suffer from either PTSD or major depression, and these numbers continue to climb.
– An additional 320,000 of the returning veterans from Iraq and Afghanistan may have experienced traumatic brain injuries during deployment.
– By fiscal year 2005, the VA’s own statistics indicated that PTSD was the fourth most common service-related disability for service members receiving benefits.
– While there is no cure for PTSD, early identification and treatment of PTSD symptoms may lessen the severity of the condition and improve the overall quality of life for veterans suffering from this condition.

→ commentMet with Mr. Dilliard of RCA, Mr. Kahn, Mr. Brinkwater on Ascension data flow until noon. After lunch, we split up: I met with Brinkwater to get block diagrams of Ascension, this lasted until 4 PM. Larry G. & Bob D. met with Hoffman-Hayden to talk about data analysis.
Went for a walk on the beach just before dark.

Started to make a block diagram of the flow of data to indicate WH position as a function of time. Made an overlay to show recording points. We had an afternoon discussion to bring both up to date.
We are scheduled to go to Canaveral on Monday, returning Thursday.

Morning mtg on the production of block diagrams to locate points at which to take data. Mtg cont’d into afternoon (I was absent on personnel business) with result to reduce it to paper tomorrow, first making a gross diagram.

Took radio to Douglas Instrument in East Boston (NJH turned it on with the output disconnected). They want it for a week. Stopped for some bread; only two rye loaves were available. Stopped at Sears for an order — at 201 Brookline Ave. Went to Lincoln Auto but they had not put the stud in the brake drum.
Call from Joe Hale relative to getting a special Brd. of Review together for Ian Miller so he can get his Eagle award at the next C. of H. Messrs. Driscoll, Cornwall, & Charbineaux were suggested. It will be held at Mr. Anthony’s home on 7 December.

Had another mtg with Bob Davis, Larry, and JLV to go over the problem. I proposed the arrangement of data as a function of time — as I suggested to JLV on 04 October (qv) — to show the pointing of -16 & TTR. Did some homework on the MILGO Receiver, trying to find its recording point.

Had a number of schematics duplicated.
Went to Scout mtg. Art Hirsch had canceled the Court of Honor for this evening on his own initiative. This was sufficient to prompt the Sponsors to discuss this and the planning of mtgs & hikes on a specific basis. I even wrote off a typical meeting schedule for him. The points of discussion are 1) His disregard of the Sponsors desires & policies, & 2) Lack of elementary organization in mtgs & hikes. The C. of H. is now scheduled for 13 Dec.

Had further discussion with JLV on radar.
Walter Wells called me in to see if I would go on this Ascension job. He wants me to function as a team member. I agreed after he outlined the strong admin position of the Laboratory. JLV & Bill Holst are supposed to finalize recommendations as of the middle or end of January. The Team had a meeting afterward. It included JLV, Bill Holst, Bob Davis of GP 28, Larry Globus, & John Williams. There is some doubt that Davis and Williams will participate at length. The work is split into the computer and the radar sections.
→ commentHad some discussion with JLV re: radar; his program at Ascension he claims is bogging down due to lack of support from Div. 4.
Walter Wells called me in to see if I would work on the Ascension Island job as a team member. I agreed to after he had outlined the strong admin support the Laboratory has from ANAFA.
The team consists of JLV — who is to formulate the final recommendations as of the middle of January — Holst, Larry Globus, John Williams, Bob Davis of Group 28.

Called Douglas Instrument re: SX-62; I’ll take it over on pay-day & go to Sears on the way back.
DCH was given a condition card today in English because he did not turn in 2 papers. This, in spite of his protestations over last weekend that all his work was done. He seems to be just floating along.
Read most of Vol. 1 of the GB; it is an Intro. by Robert M. Hutchins and in my opinion a powerful statement on modern, or rather contemporary education and that the young do not comprehend the things important to understand.

The street in front of our house wasn’t plowed by the town.
Rode with HS today. Nearly all the roads were cleared.
Went in to town — Filene’s — with HS, Mrs. Sussman & Judy. Bought 2 pants/suit in the Basement Sale for $43 — all wool — on the light side — made for Foley’s in Dallas. Also picked up 2 books — “Embarcadero” & a book on gardening.
On the way back from town we stopped at MIT Bldg 26-168 to hear a lecture on Industrial Dynamics by Dr. Roberts. It was most well done, reinforcing my point of view that ID is applicable to the Army’s problem.
Put in the new kickdown switch on the Jeep, but it isn’t the correct one.
Rec’d the Great Books two-volume dictionary, also word from Concord REA that the books are there.

Took LCH to the reception & dinner for the Ockenga‘s at the Statler Hotel. About 1000 were there to celebrate the 25th Anniversary of his ministry at Park Street. Charles E. Fuller and Clyde Taylor were there to speak. Mrs. Ockenga’s response to the presentation of a fine bouquet and a gift was the most gracious talk of the evening. Took cylinder pressures of the Jeep — they are about 150 psi except one which is about 90 psi. The spark plugs had a lot of hard carbon on them; perhaps a piece is under a valve. Since it is an F-head engine. I could get the valves ground easily.
One of the storm sashes has a crack in it — LCH found it as she started to put it up.

The Longest (Small) War
→ commentBeyond Bin Laden – America and the Strategic Principles of Irregular Warfare
The special forces raid against Osama bin Laden in Abottabad will clearly become the textbook example of how to perfectly execute high-risk military operations in the post-9/11 world. In locating and killing Osama bin Laden on foreign soil America has again demonstrated its peerless capacity at the tactical and operational level. Nevertheless, as the supreme military thinker Sun Tsu taught, “tactics without strategy is simply the noise before defeat,” and it is my firm conviction that the last ten years of this conflict have lacked the strategic guidance that a threat of the magnitude of transnational and transcendentally-informed terrorism demands. — Sebastian L. v. Found some ARPAT Docs in the SDS file.
Discussed with WLZ the Probability Model shown in 4237-111, page 89. He did not know the symbols any more than I do. He seemed to think the probability model ok, suggesting that I do for ARPAT what I did for N-Z in 22L-7095. It is my impression that he seemed surprised at the content of this paper. He said C. S. Weiser is a member of a “high-level penetration panel.” I should study this paper thoroughly, and then try to find the authors for a discussion.

Spent nearly all day in Boston, mainly at Dr. Thoma’s office. He took 2 x-rays, finding that the condyle was not relocated correctly. It certainly gives me a lot of discomfort. I don’t see how it can do anything but give trouble if it isn’t corrected. Trouble could arise from tooth root atrophy if pressures are not applied where they have been. Dr. Thoma wants me to see Dr. Romanow at 1132 Beacon Street so the occlusion can be evaluated.
